These paypal fees are charged by paypal and not kept by the seller, so they will not be refunded by the seller. If you get a refund it will be minus the paypal transaction fees. Also, lost packages or damaged packages will have to go thru the process with the shipping carrier, and therefor will not be refunded until, the carrier refunds me, as the item may still arrive to you due to them finding your package.
